New Regulation on Professional Conduct of Veterinarians

The Ministry of Agriculture, Livestock, Land and Irrigation has, upon the recommendation of the Sri Lanka Veterinary Council (SLVC), issued new regulations under the Veterinary Surgeons and Practitioners Act, No. 46 of 1956 to strengthen professional accountability within the veterinary profession.

Published in the Government Gazette (No. 2470/12, dated 5 January 2026), the Veterinary Surgeons and Practitioners (Infamous Conduct) Regulations, No. 1 of 2025 define acts and omissions that constitute infamous conduct and establish clear procedures for inquiry and disciplinary action.

Key Highlights of the Regulation

  • Definition of Infamous Conduct: Includes substandard care, negligence, discrediting the profession, improper instructions, and actions causing unnecessary pain or delay in animal treatment.
  • Complaints Process: Any person may lodge a formal complaint using the prescribed format.
  • Panels of Inquiry: The Council may appoint panels of three or five members, including experienced veterinarians, to investigate complaints.
  • Inquiry Procedure: Panels must complete hearings within three months and submit reports with recommendations to the Council.
  • Disciplinary Measures: Depending on the severity, penalties may include oral or written reprimands, suspension of registration, or removal from the Register.
  • Cost Recovery: The Council may recover inquiry costs from practitioners found guilty.
